Description
The Housing and Essential Needs (HEN) program provides rent and utilities assistance for single adults who are homeless or at risk of homelessness, who do not receive cash assistance, and who have a short-term disability, either physical or mental, that is likely to prevent employment for 12 or fewer months. HEN is not an entitlement program; HEN participants do not receive any cash; Washington Gorge Action Programs distributes checks to landlords and/or utility companies. HEN housing assistance can help pay for permanent housing (non-subsidized only), transitional housing, shelter, single-room-occupancy, mobile home payment, RV rental, or rent payed to friend or family member with whom a client is staying. Does not pay mortgage companies or housing association dues and cannot pay pet deposits. Utility assistance is limited to electricity, natural gas, sewer, water, garbage, and utility deposits (cannot pay for Internet or cable). The maximum amount of combined monthly rent assistance and utility assistance per month is dependent upon living situation and will be evaluated at the intake appointment. In addition, limited back rent or utility assistance may be available on a one-time basis. Move in costs and application fees are available one time only. Provides limited housing search assistance for those who are homeless when entering the program. HEN also provides a limited amount of cleaning supplies, hygiene supplies and transportation assistance. Transportation is limited to on Orca LIFT pass with monthly unlimited ride funds or a gas card as funding is available. Must be enrolled in HEN to receive supplies or transportation assistance. Applicants will be eligible for ongoing assistance as long as they are enrolled in HEN and funds are available. HEN eligibility is reviewed at 12 months, at which time HEN assistance may be extended, or terminated if it is determined that disability is long-term.

Eligibility
Applicants must be deemed eligible through the Department of Social and Health Services (DSHS), must qualify as homeless or at-risk of homelessness and meet income guidelines set by DSHS. Applicants can not be receiving cash from any other government program (SSI, SSDI, ABD, TANF, unemployment, etc.). Criteria to qualify as a being at substantial risk of homelessness may include having: - Pay or vacate notice - Eviction notice - Utility shut-off notice - Late payment notice - Certification of potential eviction - Certification of rental obligation
