Strives to meet the basic needs of at-risk low-income people in Carroll County. SERVICES: 1) HOMELESS SHELTERS: Operates men's, women's and children's, Safe Haven, domestic violence, and cold weathershelters. Residents may stay in emergency shelter programs up to twelve weeks. A referral from an agency is not necessary. Must have a clean drug screen to enter shelter and participate in treatment programs if applicable.o SAFE HAVEN HOMELESS SHELTER: Provides long-term safe accommodations for homeless men and women, who have a serious, diagnosed mental illness. Some meals provided. Laundry, mail, bathing, case management, toiletries, telephone and referrals to psychiatric services available. Must have a clean drug screen to enter shelter and participate in treatment programs if applicable.2) ASSISTANCE WITH HOUSING: See separate listing for Rental Allowance Program, Carroll County .3) EMERGENCY FINANCIAL HELP: Offers assistance with eviction prevention, security deposits for rent or utilities, utility continuation or restoration, purchase or repair of essential appliances, and other emergencies not met by any other resource. The assistance offered must permanently solve the applicant's financial problem. 4) CARROLL COUNTY FAMILY CENTER: Offers a drop-in center which provides support with parenting skills and promotes the development of children 0-3 years of age. Also offers on-site child care for participants, parent education, Adult Basic Education (ABE) and GED classes, life skills education, peer and parent support groups, family wellness program, special programs for teens and their parents, and recreational and social activities. Open Mon-Thur, 10AM-4PM, and some evenings for special programs. Parents and parents-to-be of children from birth to forty-seven months of age may attend the program. Also, older children may attend special events and field trips sponsored by the program.5) PROGRAM PRESENTATIONS: Operates a speakers bureau with presentations for civic and service clubs, scouts, church groups, schools, and exhibit and information fairs. 6) CHILD CARE FOOD PROGRAM: Provides reimbursement to all licensed home child care providers for meals and snacks served to children in their care. 7) FAMILY LINKS: Screens clients for different programs and serves as client's referral source and advocate with the agencies providing the programs. 8) ELIGIBILITY FOR MEAP and ELECTRIC UNIVERSAL SERVICE PROGRAM GRANTS: Maryland residents whose gross monthly household incomes are within the following limits, effective July 1, 2012-June 30, 2013GROSS INCOME Monthly Annually1 $1,628.95 $19,547.502 $2,206.45 $26,477.503 $2,783.95 $33,407.504 $3,361.45 $40,337.505 $3,938.95 $47,267.506 $4,516.45 $54,197.50FOR EACH ADDITIONAL PERSON, ADD $577.50; $6,930.00NOTE: If a caller is slightly over the Maximum Monthly Income Standards, lives on a fixed income, and has significant out of pocket medical expenses, they may still qualify for OHEP programs (MEAP & EUSP) by asking for a medical waiver. Grant is based on the type of fuel used, household size, household income and annual consumption. o EUSP (Electrical Universal Service Program): Assists with electric utility bill payment. Client is required to have bill in his/her own name and be on a monthly budget billing plan. Some funds are available for a one time only benefit for past due bill payments. 9) DONATIONS: Accepts household items, furniture, small appliances, office supplies, books, toys, clothing, personal care items, paper and baby item. Not limited to these items.10) TAXPREPARATION2012: CLOSED.Provides free taxpreparationfor people who made less than $49,000 in 2011. Call 410-857-2999 to schedule an appointment.
