OVERVIEW: Provides emergency assistance, education, and ongoing case management to eligible county residents in need. - - SERVICES: - 1) EMERGENCY ASSISTANCE: Offers assistance with court evictions, first month’s rent, food pantry services, utility termination and information and referral to other community programs. Must make an appointment and meet income guidelines. Appointments are made on a same-day, first-come, first-serve basis. - - 2) FOOD PANTRY: Issues county food bank cards. Cards maybe used once a month at any participating food pantries throughout the county. Must meet income guidelines. - - 3) HOUSING ASSISTANCE PROGRAMS: Provides comprehensive ways to help with housing issues. The programs are designed for individuals and families that are homeless or at risk of homelessness, transitioning from homelessness to permanent housing or receiving section 8 housing. Ongoing case management is required with these programs. - - 4) HOUSING COUNSELING: Offers clients landlord/tenant counseling, mortgage default counseling, pre-purchase counseling and reverse mortgage counseling. A housing counselor works with the client to remain in their existing home or find a better housing situation. These services are also available to landlords. - - 5) PROPERTY ASSISTANCE PROGRAM: Provides eligible low income renters with affordable properties to rent and provides households with energy saving improvements to help reduce heating and cooling cost. - - 6) TRANSPORTATION: Provides transportation for the elderly, low income individuals, and individuals with disabilities. Offers transport to and from eligible medical appointments as well as additional transportation services. Para-Transit vouchers are accepted or there may be a fee for service. FREE employment transportation for employees of Hopewell Road businesses. Service operates Monday-Friday from downtown to Hopewell Road corridor.

Must have proof of need for financial assistance as well as photo ID, proof of residency, Social Security cards for all household members, proof of all household income for the past 30 days (paystubs, bank statements), name of home energy provider and account number, copy of most recent utility bills and if renting bring a copy of your lease.

DAY RESOURCE CENTER: Provides a place for homeless individuals needing a place to stay warm/cool, use the restroom and get a drink of water. During the summer months shower and laundry services are available for homeless adults on a first come first served basis (Mon and Wed, 9AM-Noon). - - HOUSING CRISIS INTERVENTION: Offers financial assistance and referrals for Washington County residents who are at risk of homelessness. 1.) RENTAL ASSISTANCE: Provides financial assistance to Frederick County residents who are facing eviction. Does not assist with regular rent payments. To qualify for this service individuals must supply a court ordered eviction notice or rent court notice, documentation of financial hardship, proof of all household income, documentation of household expenses, and proof of sustainability after assistance is provided. Religious Coalition can only assist with a portion of the need - client must provide the remaining balance. - - 2.) SECURITY DEPOSIT ASSISTANCE: Provides assistance with security deposits for Frederick County residents who are at risk of becoming, or are actively homeless. Applicants must be a Frederick County resident prior to applying for assistance. No assistance can be provided to help with relocation to Frederick County. To apply, individuals must provide a rental agreement or pending lease, proof of all household income, proof of homelessness, income and expense documentation. Religious Coalition can only assist with a portion of the need - client must provide the remaining balance. - - 3.) ENERGY ASSISTANCE: Assists individuals who are experiencing active utility termination with payment of their gas, electris, or heating oil expenses. This program runs mid-April through the end of November with a termination notice. Assistance can be provided after that time to those who have had their utilities completely terminated. NOTE: Does not assist with security deposit for utilities or without a turn-off notice. To apply, please provide a termination notice in the applicant's name, proof of sustainability after the assistance is provided, proof of all household income, income and expense documentation for the household, proof that a payment has been made within the last 6 months.
